Complaint filed against MPO

SAN ANTONIO - The leader of toll road watchdog group, Texans Uniting for Reform and Freedom -- or TURF, Terri Hall, has started another battle with the Metropolitan Planning Organization.

Hall claims the MPO board meeting on Monday, June 25, violated the open meetings act and filed a complaint Thursday, June 28.

"TURF filed a formal complaint with the San Antonio Police Department white collar crime unit," Hall said.

That unit is looking into the complaint.

Hall said the MPO took up specific finance proposals to toll portions of Highway 281 and Loop 1604 “when the agenda merely read, 'action on the additional federal and state funding opportunities.'"

County Commissioner Kevin Wolff, a board member, said he is not worried.

“Absolutely not. We were perfectly within our rights to talk about those things,” Wolff said.

Hall said the board, which voted 14-1 for the new proposal, should have only voted on the use of $146 million the MPO was awarded from the Texas Department of Transportation.

Wolff combined that money with other local funds to reach $368 million.

"We had a choice, we could take the $146 (million) and do some non-toll on 1604, or we could take $368 million and do non-toll on 1604 and 281," Wolff said.

Hall claims there will be taxpayer money used to toll the roads.

"Billions in taxpayer money and, if this is allowed to stand, San Antonio will have to pay toll in perpetuity for lanes build with their tax money," Hall said.

Wolff said this is exactly what Hall wanted.

“What we did was replace previously planned toll roads with non-toll road exactly what Terri Hall has always said she wanted,” said Wolff.

"This was a railroad job. This wasn’t an open public meeting, " Hall said.

Hall said if she doesn’t get satisfaction with the complaint, she will head to court.
