Harlandale ISD custodian arrested on child sex charges

SAN ANTONIO - Moises Garcia, 43, was arrested Thursday morning on charges of sexually assaulting two young girls between 2001 and 2007.

Garcia has been employed as the head custodian at Stonewall Elementary in Harlandale ISD since 2007. The district hired him in 2004.

In 2001, Garcia was found guilty of aggravated assault with a deadly weapon and sentenced to 4 years probation. However, despite routine background checks, the school district says it had no knowledge of Garcia’s criminal history because that charge did not surface in screenings.

“We are surprised that you have this information and we do not,” said Leslie Ann Garza, Harlandale ISD spokesperson.

Harlandale ISD says it does background checks through the Texas Department of Public Safety prior to hiring an employee and then every year thereafter.

“We are really trying to find out if this was an oversight on the part of DPS or us,” said Garza, “but we just don’t know at this point.”

The district says it is aware of a charge against Garcia in 1994 for driving with a suspended license.

Garcia also worked with the Boys and Girls Club in 2011 and 2012 and was employed with the Northside Independent School District in 2001.

A Bexar County grand jury indicted Garcia Wednesday on the charges of sexually assaulting two young girls. Harlandale ISD police brought him to their headquarters Thursday morning to prevent him from being arrested in front of students at Stonewall.

Garza says the district does not believe that the alleged sexual assaults took place at any school.

Thursday’s arrest came as a shock to some Stonewall parents. One mother was in tears as she told KSAT 12 News what a nice man Garcia is and how well he works with children.

Garcia has been placed on administrative leave.
