Police said the chase started after the suspect ran a stop sign.
Officers responding to a different call in the area barely missed hitting the man as he passed in front of their patrol car. Those officers followed the man for several blocks.
Authorities say the chase reached speeds of up to 30 miles per hour.
During the chase, the suspect stopped to drop the two children off at their home before fleeing on the scooter a second time.
Police said he abandoned the scooter in the 200 block of Nelson Avenue before fleeing south on South New Braunfels Avenue on foot.
Police caught up with the man and took him into custody.
During the chase, two officers suffered minor lacerations to their hands while hopping over a fence.
The two toddlers were not injured.
Police said the man was not related to the children.
The children's mother was detained for questioning after officers said she would not cooperate in their investigation.
