SAN ANTONIO - Singer Patsy Torres joined Bexar County and City of San Antonio officials to announce the start of National Crime Victims Rights Week Monday morning in Main Plaza.  The event culminated in the release of hundreds of balloons.

The theme for 2013 is "New Challenges, New Solutions".

"Really what that means is it reflects on the increasingly complex mission of victims' advocates everywhere," Assistant Bexar County District Attorney Catherine Babbitt said.

National Crime Victims Rights Week runs Monday through Friday, April 12, in Bexar County.

According to the county's web site, every year an estimated 82 percent of rapes go unreported in the state of Texas.  The site has a list of hotlines crime victims can call for help.
