Wanted SAPD Officer Surrenders To Police

Second-Year Officer Charged With Sexual Assault, Other Crimes

A third San Antonio police officer charged with sexually assaulting of a woman turned himself in to authorities early Friday morning.

Raymond Ramos, 28, turned himself in Friday morning on charges of sexual assault, civil rights violations and official oppression in a Nov. 11 incident involving a 28-year-old woman.

According to the arrest affidavit, Ramos stopped the woman at Somerset Road and Pitluk Avenue, where he searched the contents of her purse and found heroin.

Ramos later drove the woman to Golden Park on the 7800 block of Somerset , where he sexually assaulted her, according to the affidavit.

Detectives recovered evidence at his home as well as GPS data from his police cruiser that backs up the victim’s claim, according to the affidavit.

Ramos is in custody under a $30,000 bond and must be fitted with an electronic tracking device if he does post bond.

Police investigating Ramos’ incident came across information that led to the Thursday arrests of two other officers in a separate incident.

Hugo Gonzalez, 36, is charged with official oppression, promotion of prostitution and sexual assault against an 18-year-old woman.

Police Chief Bill McManus said that Gonzalez propositioned and sexually assaulted an 18-year-old woman while on patrol at a park near Riverside Golf Course in June.

McManus also said that woman was forced to commit a sex act for a friend of Gonzalez.

Also charged with official oppression was Michael Anthony Munoz, 33, a five-year veteran of the force.

McManus said that Munoz groped the woman and stood watch for Gonzalez.

All three officers worked overnight patrol out of the Southside substation and will be placed on administrative duty.
