SAN ANTONIO -- County officials unveiled a new plan to try and curb San Antonio's growing DWI problem.
A two-part plan from Bexar County District Attorney Susan Reed would start at two different times and is aimed at targeting the justice system's reaction to drunken driving.
The first of the new policies, called "No Refusal," calls for a blood test to be performed should a suspected drunken driver refuse a breath test.
"I feel like we've been treading water," Reed said. "I'm trying to do something that will get people to take responsibility for their actions."
That program would begin Memorial Day weekend on May 23.
The second part of the plan, dubbed the "Take Responsibility Program" by the DA's office, would allow first-time offenders accused of DWI to plead guilty to a lesser offense in exchange for rigorous conditions of supervision, Reed said. The plan would include the mandatory use of an ignition interlock system that requires the driver to blow into a device that measures alcohol levels on a tester's breath.
That program takes effect immediately.
