City, County Announce Plans To Lessen Camp Bullis Development

Local officials laid out a plan Friday they said will help lessen the impact of future development around Camp Bullis.

While neither the city nor county can stop development around the military installation, one Army official said any unchecked growth around the area could compromise the military's mission, forcing the Army's departure.

"I can't give you a timeline, I can't tell you when that tipping point will be, but I will tell you that I'm proud of the leadership of the city in which I live, from the mayor on down to the City Council to the county who are taking action on this, and we're going to work together," Army Maj. Gen. Russell Czerw said.

City and county officials said they've identified several mid- and long-term solutions, including setting aside 5,000 acres of public land for the endangered golden-cheeked warbler, and asking the Legislature to grant the city and county planning and zoning authority in limited areas around military installations.

Some short-term measures are already in place, including the regulation of outdoor lighting in a three-mile area around the camp and keeping the Army informed of zoning changes within a five-mile area of the installation.

The Army uses Camp Bullis to train medics in simulated battlefield conditions. Army officials said the mission will soon expand to include training Air Force and Navy medics, but the mission could relocate if development around the base hampers their conditions.
