Man Assumed Possible Homicide Victim's Identity

Charles Lee Tidwell Lived With Allen Kowalski, Sheriff's Officials Say

Investigators here arrested a man they said assumed the identity this summer of a Kerr County man they believe may have been killed.

A man claiming to be 52-year-old Allen Kowalski was stopped in Ingram, Texas, on Oct. 22, by a sheriff's patrol sergeant after receiving information that led investigators to believe he was actually 45-year-old Charles Lee Tidwell, according to a Thursday afternoon press release from the Kerr County Sheriff's Office.

After comparing photographs of both Tidwell and Kowalski, Patrol Sgt. Albert Luebano determined the man was, in fact, Tidwell.

During the traffic stop, Luebano noticed various facial discrepancies between the two men, including a dimple, jawline and wrinkles above Tidwell's nose that did not match the picture of Kowalski. Further investigation showed a Chevrolet symbol tattoo noticed on Tidwell's arm during a previous arrest was also present on the man claiming to be Kowalski.

Investigators did not say when Kowalski is believed to have been killed, but that a search warrant was issued and executed Thursday morning at Kowalski's home on 145 Lago Vista Trail in Ingram, located near Ingram Lake Dam, according to the press release.

Human remains have been found in a shallow grave behind the home, according to the release.

Tidwell is believed to have assumed Kowalski's identity in the latter part of August, according to the press release. Investigators said they noticed varying signatures on Kowalski's checking account between Aug. 24 and Aug. 31, 2008. All checks written on Kowalski's account following Aug. 31, appeared to have been written by the same person, according to the press release. Tidwell also allowed others to live in Kowalski's home since late August, according to the release.

Tidwell had multiple documents of Kowalski's in his possession, according to the press release. The items included a copy of Kowalski's Indiana birth certificate, a Texas hunting license issued in Kowalski's name, a Social Security card issued to Kowalski and forged military identification cards.

Tidwell claimed during multiple interviews that Kowalski had allowed him to assume his identity for various reasons and that Kowalski was in various places throughout the world, including San Antonio, El Paso, Dallas, Mexico and South Africa.

Prior to his arrest, Tidwell had been wanted on an outstanding warrant for bond forfeiture on possession of a controlled substance charge, according to the release.

Ingram is located about 70 miles to the northwest of San Antonio.
