SAN ANTONIO -- Bexar County authorities announced Tuesday the arrest of a man in connection with a killing that occurred more than 17 years ago.
Andra Rivers, 39, was arrested Monday in the 1992 slaying of then 32-year-old Kassundra Williams, officials said.
"We don't know about the motive or why," said Detective Louis Antu.
On March 2, 1992, the Bexar County Sheriff's Office was notified of a possible cutting at 6916 Ashbrook in the unincorporated area of Northeast Bexar County. At the scene, sheriff's deputies found a woman with multiple stab wounds to her neck. The Bexar County Medical Examiner's Office identified the deceased woman as Williams and determined that she was stabbed and possibly sexually assaulted. The Bexar County Medical Examiner's Officer ruled her death a homicide.
Earlier this year, the cold case homicide investigators with the Bexar County Sheriff's Criminal Investigation Division reinvestigated the homicide by contacting witnesses and possible suspects. Due to forensic technology in DNA testing, it was determined that Rivers had sexual intercourse with Williams at the time of her death, officials said.
Based on witnesses, written statements and DNA evidence, a capital murder warrant for Rivers was issued on Monday morning, officials said. By 8:30 p.m. Monday, the Criminal Warrants Division had taken Rivers into custody. Deputies said they'll continue to review cold cases to bring more justice to other families as well.
"If you're walking around and you think you got away with something, be on notice we're reviewing all these cases and we're working dilligently to solve all these homicides," said Antu. "There are a lot of families in Bexar County that want closure and we're going to do what we can to bring it to them."
Teana Williams was just 15 years old when she found her mother dead in their home.
"It's been hard for me, you know, growing up without my mom being around," Williams said. "You know, it's hurtful. She wasn't here to see my kids grow up."
Williams said that she's been able to move on with her life, but there are still many questions.
"I just want to know, 'Why would you harm my mom?' Williams asked. "She was a good person, she was a loving mother. Why would you hurt her like that? Why would you kill her, you know?"
Rivers is being held in lieu of a $1 million bond at the Bexar County Jail on a charge of capital murder.
