Published On: Nov 14 2011 11:40:27 AM CST Updated On: Oct 27 2011 05:26:02 AM CDTBexar County Judge Nelson Wolff on Thursday told the Greater San Antonio Chamber of Commerce he predicts rapid growth in West Bexar County will bring urban sprawl that is "not sustainable with existing resources."
Wolff said the solution can be found in one of three options, additional authority from the Texas Legislature for urban counties, annexation by the city of San Antonio or a new city will need to be incorporated.
"Doing nothing will lead to an urban disaster of significant consequences," Wolff said.
He said Bexar County has not raised taxes in a decade, using fewer employees to meet the increasing demand for services.
"But we're entering an era where we will no longer be able to sustain service levels," Wolff said.
He said a city the size of Waco is emerging from Loop 1604 to the west, Highway 90 to the south, Schaenfield Road and Government Canyon to the north, and the Medina County line to the west.
Wolff said those who have moved there to escape city taxes "receive limited police and fire protection and inadequate funding for street maintenance."
He said aggressive annexation by the City of San Antonio was made more difficult by the Legislature.
Wolff said the city has not annexed any significant areas since 2006, has no plans to take in other areas.
He said both the county and the city are trying to encourage inner city growth instead.
"Together we have developed an increased level of tax incentives for jobs and housing," Wolff said.
