Dudley Parrish, 68, who apparently was an instructor of law enforcement courses, is accused of taking cash from people and giving out credit even though they never completed the training.
An arrest warrant affidavit failed to name the law enforcement branch for which Parrish worked or any of the students involved.
It did state that Parrish accepted payment for a course from an individual in September 2011.
Even though the person never completed the course, Parrish entered information into TCLEDDS showing that the course was completed, the affidavit stated.
According to an internet website, TCLEDDS is a system used by the Texas Commission on Law Enforcement that, among other things, keeps track of courses completed by law enforcement officers.
Records show Parrish was booked into the Bexar County jail Tuesday on one count of tampering with a government document.
However, the affidavit stated that the investigators believe Parrish has done this on more than one occasion, and that the case is continuing.
