A repeat sex offender was jailed again for exposing himself to children.
On Friday, registered sex offender Joel Madden was arrested and charged with indecency with a child by exposure.

"Always gotta keep your eyes out. Make sure your kids aren't out here playing," one neighbor said.
One man, a father, said he always found it disturbing that Madden was allowed to live just three-tenths of a mile from Candlewood Elementary School.
According to state records, Madden was arrested in 1991 and charged with three counts of indecency with a child by exposure and three counts of indecency with a child by contact. Those charges involved children ages, 8, 12 and 14.
Madden was convicted and served 10 years in prison.
In 2005, four years after he was released, he was charged again with indecency with a child by exposure.
He received probation, but in 2006, he was again charged with indecency with a child by exposure.
For that charge, Madden pleaded guilty and served six months in jail, but just four months after he was released in August of 2007, he was again charged with indecency with a child by exposure.
"He keeps doing it, and doing it, and nothing is being done about it," his neighbor said.
The arrest affidavit was not available but records show Madden's bond was set at $75,000.
As of Saturday afternoon, he was still in jail.
