SAN ANTONIO -

A San Antonio man has been declared a fugitive in the wake of a February slaying.

Police said Cecil Monroe Winn, 54, shot and killed Ernest Hastings on Feb. 13 at 507 Bee Street and has been on the run ever since.

Police issued a murder warrant for his arrest.
