SAWS: Owner still hasn't paid nearly $10,000 bill

SAWS restores water to mobile homes

SAN ANTONIO -

Residents of a Northeast side mobile home park celebrated Friday evening when the San Antonio Water System restored water service to the property after four days without water.

SAWS cut water service to the Plaza Mobile Home Park Monday morning because the owner of the park, Joe Sandoval, owes them nearly $10,000.

Sandoval said Thursday he's not responsible for paying the bill, but his managers at the park are.

SAWS said while both managers are listed on the bill, Sandoval is the only person who is financially responsible to pay the bill.

District Attorney Susan Reed launched a criminal investigation Thursday to find out if Sandoval or his managers had broken an laws by collecting money from the residents for a service that was not being provided.

SAWS said while Sandoval had not made any payments or set up a re-payment plan, the utility decided to restore service temporarily until that can be worked out with Sandoval.

The residents, who have been making monthly payments to the park for water, were hopeful this will lead to a resolution.

"We hope the owner will get this straightened out and continue paying the bills on time," Jeanie Spring said. "We pay our money so we expect him to pay what he needs to pay."

SAWS said it will keep the water flowing to the park temporarily, but Sandoval still needs to make a large payment to fully restore the service.

In addition to the investigation being conducted by the D.A.'s office, Marc Castro with San Antonio's Code Enforcement Division said the mobile home park was issued a Notice of Violation Friday for not supplying water to the residents.

While the residents were thankful to have water again, some said they were skeptical the issue would be resolved. Some residents said they are withholding this months rent until they are assured the water will stay on.
