Heidi Banks said she and her daughter witnessed a shocking act of animal abuse on Thursday.
Banks said she was driving down 36th Street near Fortuna when she noticed the pickup in front of her had a small dog tied to it. Banks said the dog first struggled to keep its footing, then went limp.
“My heart was broken. I mean, we saw him alive and then all of a sudden he just stops and he starts getting dragged,” said Banks.
Banks said the car finally stopped at a light and she approached the driver to notify her about the dog, but the driver ignored her and sped off.
Police would later find the dog dumped in a west side field. Officers arrested 44-year-old Herlinda Trigo on charges of animal abuse. Trigo has since been released on bond.
