The crash happened on Somerset Road near Southwest Military Drive.

Police say de la Cruz lost control of the car, hit a concrete and metal fence and the car landed upside down.

De la Cruz was helped out of the car and then took off, leaving his passenger, 34-year-old Martin Cruz, in the car.

Cruz died at the scene. Once police caught up to de la Cruz and arrested him, they said he seemed to be intoxicated.
