The affidavit said Vasquez and his girlfriend were driving around the city, trying to evade Child Protective Services. An argument apparently started over Vasquez refusing to cooperate with CPS.

Vasquez then allegedly hit his girlfriend, pulled her hair and grabbed her by the face.

Once the couple returned home, the victim was able to jump in the driver’s seat of the car, drive off and call police, the affidavit said.
