Neighbors of a man who discovered a 4-year-old boy in a trashcan outside their home in the 200 block of Shin Oak are shocked by what happened on their Live Oak street.
"It was just very heartbreaking knowing that was a child thrown into the trashcan," said one neighbor.
Live Oak police arrested the boy's 21-year-old mother, Brittany Lorraine Ciccotti, and said she abandoned him there while high on synthetic marijuana.
"I saw the little boy too in the car and he was crying and he was upset, and they were trying to distract (him)," a neighbor said.
The woman who lives in the house where the boy was left said her husband discovered the little boy after hearing the thud of the trashcan, then the child's cries.
"I'm glad that he was found. Thank God that somebody heard the cry and came to his rescue," said a neighbor.
The little boy told the couple he was hungry, and said his mom was scared.
Several neighbors described Ciccotti's behavior as odd, and said she walked into someone's house, then lay down in someone's yard.
Neighbors also said she was asking for drugs.
According to an affidavit, Ciccotti was very talkative, moving around, sweating profusely and answering questions in gibberish.
When an investigator with Child Protective Services interviewed her, she admitted to smoking synthetic marijuana.
CPS took the little boy to a children's shelter.
"I hope he will be put in a proper place, you know, (in a) good home or (with a) family, but never be put in a trashcan again," said neighbor Ruth Martinez.
