County Judge Says Proposition Counter-Productive

SAN ANTONIO -- Voters across Texas on Tuesday approved Proposition One, which would allow local governments to create tax increment financing zones in buffer areas next to military installations like Camp Bullis.
Bexar County Judge Nelson Wolff said in order to do that, the zone needs a road.
"If you have a road, it's kind of counter-productive to protecting the base, so we'll just have to see how that plays out," Wolff said Wednesday.
The county has worked with the U.S. Army to control the lighting and development around Camp Bullis. The Army uses the post for a series of nighttime training missions. But Wolff said if every zone there has to be a road, it could lead to more development.
"What it could mean if you went the full route with it, the proposed road coming all the way across there would be Stone Oak (Parkway)," Wolff said. "It could lead to a tremendous amount of development in that area. It could change quite a bit.
"Right now, we can buy land if we want to. It doesn't take a constitutional amendment to do that. We'll try to keep an open mind. We looked at this before. It just didn't quite square up."
