The dogs were being transported in the van by 25 year old Taylor Roberts, an employee of the facility.

The dogs were taken to an Austin emergency veterinary clinic with a reported body temperature of 110 degrees Fahrenheit. A staff member determined the dogs died from heat stroke.

The HCSO Animal Control Unit and Criminal Investigations Division found a pattern of unsafe animal transport conditions including improper climate control in the area where dogs were being held.

Former employees also raised concerns about unsafe transportation conditions but the owner, 35 year old Evan Zwerneman, failed to adequately address those concerns according to HCSO.

The sheriff’s office said the facility used deceptive business practices that misled customers. The facility advertised “kennel free suite” options that were not available.

The Hays County Sheriff’s Office obtained warrants for Zwerneman and Roberts. They all get out.”

In video shared to Perez’s Facebook page, at least two people wearing camoflauge-colored gear that reads “Federal Officer” and “Police” on their backs were seen talking to a man sitting in a blue pickup truck.

Perez accused the federal officers of taking pictures of other vehicles’ license plates in the parking lot.

“Once those people show up, they’re intimidating,” Perez said.

Minutes later, the video showed a DPS trooper take the man into custody without further incident. The agency identified the man as Rogelio Cortez, 50.

Troopers said Cortez had an outstanding vehicle burglary warrant out of Bexar County. Cortez was transported to the Bexar County Adult Detention Center.

DPS said its investigation remains ongoing.

KSAT reached out to ICE for comment. An ICE spokesperson directed KSAT to DPS because the incident was DPS’ “traffic stop.”

Following the DPS arrest, Perez briefly spoke to Bexar County Sheriff Javier Salazar outside the library, who responded to the scene.

“ICE had already left, so he (Salazar) told DPS, ‘Y’all need to get out of here because it’s intimidating the voters,’” Perez told KSAT. “But he did a great job. Javier did a tremendous job.”

‘Polling sites are safe’

In a statement to KSAT, the county acknowledged the traffic stop outside Las Palmas Branch Library — one of Bexar County’s polling locations.

“The individual involved was not a voter, and the incident did not affect access to the polling site or disrupt voting operations in any way,” county officials said.

In a statement sent Wednesday afternoon, Salazar said the Bexar County Sheriff’s Office and its deputies “are in charge of election security.”

“I want to assure everybody that polling sites are safe and secure,” Salazar said. “I’ve gotten some assurances that federal authorities are not, in fact, targeting polling sites — as they should not. My understanding is that this morning (Wednesday)’s incident was incidental to a traffic stop made by a DPS trooper."

Though he did not mention any other law enforcement agencies on scene by name, Salazar said the DPS trooper he talked to was “extremely professional.”

“He (the DPS trooper) understood that his marked unit (DPS vehicle) was possibly an aggravating factor (for voters), so he departed and left the scene,” Salazar said. “We would like people to go out and make their voices heard.”

More recent news coverage on KSAT:

‘That’s how broke the school district is’: Crystal City ISD has less than $500, interim superintendent says

Authorities safely locate kangaroo without incident, City of Elmendorf says

Bexar County invests $21 million to update flood warning system

Hill Country man connected to Austin murder arrested in Cibolo, CPD says

Samuel Rocha IV

A Hill Country man wanted for murder was arrested without incident by Cibolo police earlier this month.

A Hill Country man wanted for murder was arrested without incident by Cibolo police earlier this month.

Sean Walton, 24, of Burnet, is accused of a shooting and killing a man on May 8 at a Budget Inn in Austin, Austin city officials said.

Walton shot Se Hun Park, who worked the front desk at the inn, after an apparent argument, according to a City of Austin news release.

After the shooting, Walton fled the scene. Court records updated later that day confirmed:

Two charges of capital murder of a person under 10 years of age

Arson charge (second-degree felony)

A Bexar County judge set her bond for each capital murder charge at $1 million plus an additional $100,000 bond for arson ($2.1 million total).

Vidal’s case has since been assigned to Bexar County’s 437th Criminal District Court, which is presided by Judge Joel Perez.

Family ties

Vidal is a native of Edinburg, a city in Hidalgo County located approximately 230 miles south of downtown San Antonio along the Rio Grande Valley.

Salame said she had familial ties to the Alamo City.

KSAT confirmed with Vidal’s San Antonio relatives that she had temporarily stayed with the family at times.

On the day of the alleged murders, Vidal made the trek north to San Antonio, where she was living for the time being.

Government involvement

While Vidal does not have a previous criminal history in Bexar County or Hidalgo County, KSAT reached out to the Edinburg Police Department on May 18, who revealed it came into contact with Vidal days before the children were found dead.

“The Edinburg Police Department is aware of the tragic case in San Antonio,” the department said. “Edinburg police officers made contact days prior with the subject involved in the case. At the time of the interaction, there was no basis to make an arrest or execute an emergency detention.”

Edinburg police gave no further details about what led to their interaction with Vidal.

A Child Protective Services (CPS) spokesperson was unable to provide any further information to KSAT beyond the fact that a child fatality report will be released upon completion of the investigation.

Later on May 18, KSAT also found a record of a private lawsuit between Vidal and the father of her children, which was categorized under “parent and child relationship.”

The detailed documents were not immediately available, but a legal expert told KSAT that these suits can involve issues such as custody, child support, supervised visitation and other related matters.

While the details are not available, the fact that there was a civil legal record and some type of CPS history has led child welfare experts to express concern about why more action wasn’t taken last week before the tragedy.

Due to the murders happening in Bexar County, the county’s CPS chapter will complete a child fatality report.

Anyone struggling with mental health can reach out to the National Alliance on Mental Illness HelpLine by calling 800-950-NAMI (6264), texting NAMI to 62640, emailing helpline@nami.org, or chatting online.

More coverage of this story on KSAT:

CPS confirms agency had contact with mother before she allegedly set car on fire, killing 2 children

Prayer vigil held on West Side to remember 2 children found dead in burned vehicle

2 children found dead in burned vehicle; mother charged with capital murder, San Antonio police say

Records: SAPD officer charged with family violence accused of throwing, striking wife with glass cup

Nate Kotisso, Dillon Collier

A San Antonio police officer was taken into custody and charged with misdemeanor family assault, a source told KSAT Investigates.

A San Antonio police officer was taken into custody on Monday and charged with misdemeanor family assault, a source told KSAT Investigates.

Grant Wesley Ruedemann, 38, was officially booked into the Bexar County Adult Detention Center just after 11:30 a.m. Tuesday, jail records show. A judge set his bond at $3,500.

The San Antonio Police Department later confirmed Ruedemann’s arrest in a Tuesday afternoon news release.

City records indicate Ruedemann is a 15-year SAPD veteran.

Ruedemann has been placed on administrative duty, the department said. He is being investigated on a criminal and administrative level.

Court records show Ruedemann’s arrest stemmed from an incident on May 20, 2023. The charge is considered a Class A misdemeanor.

‘You don’t do that’

In an arrest affidavit obtained by KSAT Investigates, Ruedemann and his wife began arguing at their home in the 10000 block of Foxglove Field after she asked him to retrieve a package from a neighbor’s home.

Documents show Ruedemann retrieved the package, returned home and threw the package onto the ground. In response, police said his wife threw Ruedemann’s keys “at a set of windows.”

When she turned back toward Ruedemann, investigators said he threw a “glass cup of water” that struck her in the face.

“You don’t do that,” Ruedemann yelled at his wife, according to the affidavit.

The woman told police she suffered “redness, swelling, bruising and a permanent dimple” as a result of the alleged assault.

Ruedemann’s case has been assigned to Bexar County Court-at-Law 13, according to court records.

According to a KSAT Investigates analysis, Ruedemann is the fifth SAPD officer arrested this year.

Records show Ruedemann is set to be arraigned on June 18.

If you or someone you know is dealing with domestic violence, there is so much help for you. We can’t stop them. I don’t care how much we patrol, or we put safety out here,” Mackey said. “Somebody going to get through and do something crazy.”

Mackey thinks the constant development in the area may be adding to the frequency and increase of police calls in general along the road.

For the past several years, major retailers and restaurants have come in, and more are in the process of opening on Southeast Military Drive.

In addition, there are several new apartment complexes under construction in the area.

“I think it’s more so the apartment complex they are putting around here. There’s more people coming into San Antonio. We’re growing a lot,” Mackey said. “So, yeah, you got to pay attention to your surroundings.”

Maxmilliano Montez, who also visits businesses in the area, said people may see a lot of development and take for granted the area is safe.

He said in the process, they become lax in their own personal safety precautions.

“Complacency, that can be a thing that can happen ... it can hit you because you wouldn’t expect it,” Montez said.

KSAT contacted H-E-B officials regarding Monday night’s incident.

An official responded with an email that was sent to KSAT that read in part, “At all of its stores, security and safety of our customers is a top priority.”

Read also:

Security guard shoots man who allegedly opened fire in Southeast Side parking lot, SAPD says

Video captures 2 attempting to steal truck, pulling a gun on owner at Southeast Side H-E-B

SE Side man kept uncle’s murder a secret, body hidden for more than a week, police say

Katrina Webber, Azian Bermea

Aquiminee Crawford, 26, is accused of murdering his uncle, then keeping his body hidden in a backyard recycle bin for more than a week.

A phone call from a Southeast Side man led San Antonio police to open a murder investigation.

>>
