Suspect arrested again in Tejano singer's slaying

Stephen Richard Bailey charged in fatal shooting of Mark Ortega

SAN ANTONIO – More than a year after being released for lack of evidence, a suspect has been rearrested in the 2011 slaying of a Tejano artist.
Stephen Richard Bailey was arrested Friday after a Bexar County grand jury indicted him Wednesday.
Bailey is charged in the shooting death of Mark Ortega, who was found inside a small hangar in Elmendorf where he used to work on planes. His wife said Ortega had been shot 12 times.
With no witnesses, investigators relied on Bailey's alleged DNA at the scene. But after 90 days, a backlog at the DNA lab led to Bailey going free until his second arrest.
"Those delays actually helped our investigators do a very thorough of making sure the evidence was correct, and that will need to be proven in court, but there was enough evidence to then go to the grand jury," said Bexar County Sheriff's Office spokesman Paul Berry.
According to an arrest warrant affidavit, Bailey claimed he put Ortega's body in a shower at the hangar after the shooting.
Bailey described "getting blood all over him," then later taking a 45-minute shower "because he felt disgusted," the affidavit stated.
The affidavit also referred to an on-going feud between the suspect and Ortega, who lived next door to Bailey's parents.
However, the affidavit also points the alleged murder weapon, a 22-caliber rifle, has yet to be found.
Bailey is being held in the Bexar County Jail.
