Live Oak man accused of whipping boy with phone charger

Police: Felicio Flores II made boy wear 'humiliating' clothes


SAN ANTONIO – A 31-year-old man has been arrested on a charge of injury to a child after a 9-year-old boy told Live Oak police that he had beaten him and left him in pain.

According to an arrest warrant affidavit, Felicio Hernandez Flores II also beat down the boy's self-esteem.  

The affidavit stated that the child showed up at school in "formal attire" with his hair shaved in an unusual way. Police believe these were measures taken to humiliate the child.

Officers were called to the school on Tuesday after the boy complained about being unable to take part in gym class due to pain from a beating. The affidavit stated that he told investigators that Flores whipped him with a telephone charger and back scratcher.

Police said the boy did have whip marks on his hip and thigh. 

Flores was booked into the Bexar County Jail with bond set at $10,000.  

The affidavit stated that police also called in agents with Child Protective Services because there were other children in the home and they believe the boy's mother knew about the beating.

There was no mention, however, of charges filed against the mother.
