Jay Harrison Leeper, 28, charged with indecency with child by exposure


NEW BRAUNFELS, Texas – New Braunfels police have arrested Jay Harrison Leeper, 28, following two complaints of a man exposing and fondling himself.

Police said a complaint was made Sept. 18 by a teenage girl. According to police, she was walking home in the 400 block of Marymont Drive around 4:30 p.m. when she noticed a black car following her. At one point, she saw the driver was exposing his genitals and fondling himself.

A second incident was reported Sept. 22 in the 400 block of Lakeview Boulevard. Police said a woman, 21, was jogging and pushing a stroller with her child when she noticed a black car following her. Again, the driver was seen exposing his genitals and fondling himself.

Investigators identified a suspect based on the vehicle description and a search warrant was executed Thursday at a unit in the Westshore Colony Apartments in the 700 block of I-35 North. Evidence was collected and a person of interest was voluntarily interviewed by police.

Using the statement of the person of interest and the evidence collected at the apartment, a warrant was issued for Leeper's arrest. He was taken into custody without incident Thursday, police said.

He was charged with one count of indecency with a child by exposure with more charges pending. Leeper was booked into the Comal County Jail with bond set at $40,000.

If convicted on the charge, punishment ranges from two to 10 years in prison and a fine of up to $10,000.
