Kelley faces charges of obstruction of Internal Revenue laws and destroying a "record and document" with the intent to impede, obstruct and influence the investigation.
Kelley's arraignment is scheduled Monday.
In light of tax preparers like Kelley, the IRS is warning taxpayers to be on the lookout for unscrupulous return preparers, adding that dishonest preparers can perpetrate refund fraud, identity theft and other scams that hurt taxpayers.
"Choose your tax return preparer carefully, because you entrust them with your private financial information that needs to be protected," IRS Commissioner John Koskinen said. "Most preparers provide high-quality service, but we run across cases each year where unscrupulous preparers steal from their clients and misfile their taxes."
