Friday's ceremony represents the finishing touch to all of the trees that were planted in the area as part of the project.

"Twenty-three thousand. Nature's bringing back some trees. One hundred fifty-three bird species have come back," Judge Nelson Wolff said. "It's an absolutely beautiful stretch of the river."

The project isn't just about beautification. It also serves as flood control.

Wolff said it's the largest ecological restoration of an urban river in the United States.
