Statements from witnesses and surveillance video from a nearby business also helped make the arrest.

The shooting happened Oct. 24 on South Presa near Conrad Street. An arrest affidavit said the victim, Nathan Valdez, was waiting at a bus stop when Torres drove up in a white SUV and robbed him.

Valdez was shot during the scuffle and died six days later.

Torres was picked up by police after a traffic stop. He was driving the same white SUV and officers found a handgun inside the vehicle.
