Man who fatally shot SAPD officer had ‘RIP Cops' tattoo

SAPD Chief: ‘My interpretation was he wanted cops dead'

SAN ANTONIO – The man who gunned down a police officer in late June had a tattoo on his wrist that read "RIP Cops."

Andrew Bice fatally shot San Antonio police Officer Miguel Moreno and wounded Officer Julio Cavazos as the pair were investigating car burglaries just north of downtown.

"The minute I looked at it, my interpretation was he wanted cops dead," San Antonio police Chief William McManus said.

McManus was referring, in part, to the tattoo when he shared pointed, emotional words at a community meeting days after the shooting.

"I'm angry at the police haters," McManus said July 1. "I'm sick of the police haters. We protect them. We defend them and they give us the big ‘F-you.’ And I'm sick of it."

Bice took his own life after shooting the two officers. He had a lengthy criminal history, which included charges of burglary, kidnapping, drug offenses and theft, among others.

Bice was suspected of stealing guns from his father. Some of the same guns were found at the scene of the June shooting.

"In large part, the community does support the police," McManus said. "But that small percentage that doesn't, it’s a dangerous percentage."

Bice shot Moreno in the head and Cavazos was shot in the chin.

Cavazos has since recovered.

Based on the way Bice targeted the officers, McManus said he believes Bice had practiced the moves before.
