The person who found Stanford, a retriever mix, discovered the animal was covered with fleas and suffered from obvious neglect, the Humane Society said.

The SAHS medical team determined he had a cable wire embedded at least half an inch deep in his neck.

They said it probably happened when the dog was tethered outside to keep him from leaving the yard. The wounds caused tissue damage and an infection.

When the animal was brought to the shelter, he was taken into surgery immediately.

Stanford is described at trusting, friendly and loves to get affection.

It is unknown if the person who left the animal so badly wounded will face any charges.
