SA Police Officers Association president surprised by decision

Det. Helle said he was surprised when he heard the news and spoke McManus on the phone Wednesday night.

Helle said McManus was a pleasure to work with, but added the void he will leave behind will create uncertainty among the rank and file.

"I think it's just the future. Who is going to be the next chief. Are they going to hire internally? Are they going to hire externally? My bet is that the city manager is going to want to hire somebody externally," Helle said.

Helle went on to say he does not think the chief stepping down will impact the ongoing fight over health care benefits for public safety personnel.
