SAN ANTONIO – Texas Education Agency records obtained by the KSAT 12 Defenders on Tuesday confirm the state plans to start handing back control of Southside Independent School District to an elected board of trustees no later than May 2020.
Under the plan outlined in a letter sent to district officials from Education Commissioner Mike Morath on Friday, the board of managers will expand to seven members next May and will include two elected trustees.

In May 2021, three elected trustees will replace three members of the board of managers, according to the letter.
In May 2022, the remaining two elected trustees will replace the last two appointed board managers, officially expiring the board of managers' appointment.
The state appointed a board of managers in early 2017 after the district's accreditation status was lowered and following the completion of a Special Accreditation Investigation into the district.
A district spokesman referred our request for comment to the TEA.
A source said the TEA could brief district officials on the plan as early as Thursday night.
