The National Transportation Safety Board preliminary report said the truck that hit the bus crossed the solid white line 37 times, the double-yellow center line 19 times and drove onto the grassy roadside at least five times. The report said everyone in the bus was wearing the available restraints.

Court documents released in April showed Young was texting and driving and had taken prescription pills.

Investigators said they also found partially smoked marijuana cigarettes in his truck.

If there is an indictment, it will remain sealed until it is handed down and served.
