The 6-year-old male dog was taken from the agency's kennels, ACS spokeswoman Lisa Norwood said.

The accused dog bandit was apparently helped by another woman, who had a child with her, Norwood said.

Video surveillance caught one of the women laughing and speaking to other patrons before they all left in a white SUV, Norwood said.

The dog, which was taken to ACS on Thursday, was microchipped to an owner and breed registry in Missouri.

ACS has had no luck reaching the owner, and numerous residents had expressed interest in adopting the pet, Norwood said.
