I went out for a few minutes after the rain stopped. It didn't take long to find flooding. What you're seeing is not a creek or a river. It's one of the drainage channels used to divert water to a flood control reservoir. When I left the water was still rising. I could literally feel the road shake underneath me as the water was flowing from one side to the other. Due to construction, this low water crossing does not have flood markers.
