A man who San Marcos police officers shocked with stun guns during a 2021 incident has received a $125,000 settlement from the city, court records viewed Monday by KSAT Investigates show.

A pair of lawsuits pending in federal court in Austin accuse San Marcos police of quickly resorting to the use of stun guns to violate the civil rights of two men in separate incidents.

Sgt. Ryan Hartman’s separation of licensee paperwork, often called an “F-5,” lists his departure from SMPD as a general discharge.

A San Marcos Police Department sergeant, who was returned to duty late last year without being arrested or disciplined for causing a fatal crash, is at the center of another controversy involving misconduct, records obtained by KSAT 12 Defenders show.
