Kirby City Council passes ordinance that changes who is allowed to run for city office

The Kirby City Council voted 4 to 3, with the mayor being the deciding vote, on an ordinance that would change who is allowed to run for city office. The change would disqualify a person convicted of a felony, a child abuse-related offense, family violence, or a sexually related offense unless the person was pardoned.
