What is a CLEAR Alert, and why was one not issued sooner in the case of Savanah Soto?

A CLEAR Alert is designed to help find adults who are missing or kidnapped and believed to be in harm's way. The alert system is much like the AMBER Alert for children under 18 and Silver Alert designed to help find seniors.
