Lt. Gov. Dan Patrick tells Kerr County Judge Rob Kelly: 'You weren't here' after July 4 flooding

During a committee hearing on Thursday, Lt. Gov. Dan Patrick scolded Kerr County Judge Rob Kelly for missing meetings on July 4. "You were no where to be found," Patrick said.
