Camp Mystic flood: tragedy or crime?

The deaths of more than two dozen children and counselors at Camp Mystic during the July 4 floods were an absolute tragedy. But was it also a crime? The Texas Department of Public Safety acknowledged yesterday that the Texas Rangers are "assisting" the Department of State Health Services in an investigation into "complaints of neglect" related to the deadly flood.
