How will the Alamo Promise plan be funded?

The Alamo Promise plan will give free community college education to tens of thousands of Bexar County high school graduates. The idea is to cover what's left over in the price for tuition and fees after financial aid kicks in for up to three years, but the plan won't come cheaply.
