BCSO records show deputy was speeding at time of deadly pedestrian accident

Dep. Richard Hammock won't be allowed to drive patrol car

SAN ANTONIO – The Bexar County Sheriff's Office is investigating the speed of one of its deputies who hit and killed a man walking on Donop Road last Tuesday.

Records from the patrol vehicle driven by Deputy Richard Hammock on Feb. 2 show he was driving between 48-55 mph when he hit Lawrence Kindel near Old Corpus Christi Road.

The posted speed limit on that road is 35 mph.

Kindel died at a hospital the day after the accident.

James Keith, a spokesman for the Sheriff's Office, said Hammock took time off from duty after the accident. When he returns, Hammock will be on ride-only status, meaning he will not be allowed to drive a county vehicle.

The department's accident review board is investigating the circumstances of the accident.

Records show Hammock was speeding at other times during his shift, which Keith said is allowed in some circumstances, including an officer being dispatched to an emergency call.

At the time of the accident, Keith said Hammock was en route to a non-emergency call.

State records show Hammock started working for BCSO in September 2003 in the jail. He became a deputy in August 2005.
