Mass shooters exploited gun laws, loopholes before carnage

Had he been convicted of a felony, his purchase would've been barred under federal law. A lawyer for the gun shop said it complies with federal background check laws. It was then shipped to a Dayton-area firearms dealer, in accordance with federal law. Federal law allows people as young as 18 to buy semi-automatic weapons. His gradual accumulation of guns went undetected because federal law doesn't require licensed gun dealers to alert the government about rifle purchases.

Shooter's ex-girlfriend: The dilemma of when to intervene

As they dated this spring, they bonded over their struggles with mental illness, she said, so his dark thoughts didn't seem so abnormal. Besides, she said, reaching for a phrase favored by mental health professionals: "He didn't have any concrete plans." Complicating that calculus: Mass attacks involving mental illness aren't about that condition alone, or about an event that sets someone off. She also said, however, that she and Betts didn't think people with mental illnesses shouldn't be allowed to own guns. "It's more than mental illness, it's more than gun control," she said.

Dayton officials hold press conference in wake of deadly shooting

City officials in Dayton, Ohio, held a press conference Monday in the wake of a mass shooting that left nine dead in the country's second deadly shooting rampage over the weekend. It all happened within 30 seconds before police officers stationed nearby shot and killed 24-year-old Connor Betts, who was armed with a .223-caliber rifle, Dayton Police Chief Richard Biehl said. Investigators uncovered at least 41 spent shell casings from the shooter's weapon, Biehl said. Biehl said it's still unknown whether Betts targeted any of the victims, including his 22-year-old sister, Megan, the youngest of the deceased victims. "It seems to defy believability he would shoot his own sister," Biehl said.
