Authorities across the state have expressed frustration with the agency as hundreds of thousands of fake tags are illegally sold and used in a wide range of offenses.

Those who want to drive are facing hurdles.

California's Department of Motor Vehicles is reviewing whether Tesla is violating a state regulation by advertising its vehicles as being fully autonomous without meeting the legal definition of self-driving. The department confirmed the review Monday in an email to The Associated Press. State regulation prohibits advertising vehicles for sale or lease as autonomous if they can't comply with the regulatory definition, it said.

MONTPELIER, Vermont - Some state government buildings are on lockdown in Vermont's Capitol after a report of a person with a weapon. Tim Charland, an investigator with the Department of Motor Vehicles, said the Capitol complex in Montpelier and buildings in its vicinity are closed. Vermont state buildings Commissioner Christopher Cole tells WCAX News that police from various agencies are on the scene and have blocked off the street.
