The formal charge came months after SAPD officers investigated a domestic violence incident between a woman and her boyfriend, another man named Michael Wright, 38, at a home near Woodlawn Lake. James Cline were disciplined for mistakes in the Michael Wright investigation. The actual Michael Wright accused of felony strangulation was indicted in July 2020, court records show. It does not appear, meanwhile, that Montes or Cline were ever punished publicly for the gaffes in the Wright case.
