A grandmother's final 911 call — and the system that failed her

A Shavano Park grandmother called 911 herself — asking for mental health help for her 27-year-old grandson, Joseph Martin Finnegan. By the time deputies arrived, she was dead. Police say the warning signs had been there for years, with more than 10 calls to the home dating back to 2016 and charges that were repeatedly dropped.
