A teenage girl shot in the neck at a Northwest Side hotel early Wednesday morning was supposed to be in the care of Child Protective Services, testimony during an emergency hearing revealed Thursday.

Right now, 43 Bexar County foster children are sleeping in offices or hotel rooms because they have no where else to go. A local restaurant group is joining South Texas Alliance for Orphans to pull in donations for them.
