The Federal Emergency Management Agency would have enough money to respond to the massive winter storm still impacting large swaths of the U.S. even if a partial government shutdown begins at midnight Friday.

With concern and confusion over how the federal government will respond to disasters this summer, aid groups are readying to expand the ways they help communities after hurricanes, fires and other storms.

On Wednesday morning, Good for the Sole, an idea created by two Boerne high school students -- gave collected shoes to Inner City Development, a nonprofit that has been helping the West Side community since the 1960s.
