River shot up — now emergency crews are pleading with holdouts to go

Emergency responders are evacuating residents along Ingram Loop right now — and some people are still refusing to leave. The river just north of Ingram rose fast, cutting off Highway 39 and trapping some folks before crews could even get through. Rescuers showed up with boats to get people out.
