City Fined Him for NOT Cutting a Branch — Federal Law Said Otherwise

A San Antonio homeowner was hit with a $300 city fine for NOT trimming a tree branch — but there was a bird's nest in it, and cutting it could've been a federal crime under the Migratory Bird Treaty Act of 1918. He tried explaining that to the city. They fined him anyway.
