The legal battle following the deadly flood at Camp Mystic is entering a new phase as the camp asks a bankruptcy judge to extend legal protections to members of the Eastland family, which has owned and operated the camp for nearly four decades.

Mary Liz Eastland failed to develop proper emergency plans or properly respond to the flood that killed 25 campers and two counselors last year, the order states.

Camp Mystic planned to reopen this summer at its Cypress Lake location a half-mile away from the Guadalupe River location, but the Eastland family elected to not renew its camp license application on Thursday.

A state lawmaker suggested a scenario in which Camp Mystic could open, but without the Eastland family involved in running the business during the second open meeting on Tuesday in Austin.

The summer camp hadn’t prepared counselors and staff with adequate emergency training, an evacuation plan or flood preparedness supplies, the investigator concluded.

A spokesman for Camp Mystic, the Texas enclave devastated by a July 4 flash flood, is raising concerns about communication failures during the disaster.
