Deputies said Jonas, who wears a dress and makeup, was a regular visitor at Arthur Story Park.
But on Monday, Harris County Precinct 5 deputy constables arrested him at 6:30 p.m.
"He stated that he should have the right to walk around in the park dressed the way he was dressed and he understands it calls attention to himself," a Houston police sergeant said. "What alerted us to it was not the way he dressed, it was what he was doing in the park in front of park patrons."
According to witnesses, Jonas was exposing himself by walking around the park entrance with his dress up and his hand on his genitals.
Deputies said Jonas stopped in front of a mother and her 6-year-old daughter.
Jonas is scheduled to be in court on Aug. 8.
